Attention Dog Owners in Mendocino County

New 3 Year Dog License Option for Dog Owners

In an effort to make the dog license process easier for dog owners, Animal Care Services is now offering a (3) year dog license option for dog owners.

When purchasing your first dog license for a dog that is under one (1) year of age the dog's license is only valid for one (1) year.  This is due to the dogs first rabies vaccination only being recognized for a one (1) year period under State of California Health & Safety Code § 121690.

After the dogs first rabies vaccination you will have the option to purchase a (3) year dog license if you provide proof of a 3 year rabies vaccination record from the dog(s) Veterinarian.  Your dog's rabies must be good for three future years from time of license purchase.  For example, if you are purchasing a 3 year license in 2021, the dog's rabies must be good until 2024.

Cost of (3) year dog licenses are:

  • (3) year spay or neutered dog license = $60.00
  • (3) year intact dog license = $150.00

This results in a savings of $15.00 dollars for the dog owners on both license options when purchasing a three (3) year dog license.

Please provide proof of a current (3) year rabies vaccination from the dog(s) Veterinarian when mailing in your pet license renewal statement or if you come in person to renew your dog license at the Ukiah or Fort Bragg Animal Shelters locations listed below.

Dog owners that have late fees associated with their dog licenses are not able to purchase a 3 year dog license online and must go to the Ukiah or Fort Bragg Animal Shelter to see staff in order to come into compliance.

Mail in dog license renewal statements that indicate the owner is wanting to purchase a 3 year dog license that don't have the required amount or proof of a 3 year rabies vaccination certificate will be sent back to the owner.

There will be no prorating when purchasing a 3 year dog license.

The 3 year dog license is not applicable for dogs listed on a Kennel License.  Dogs listed on a Kennel License are required to purchase a 1 year dog license due to Kennel License being valid for a one year period.

All sales are final and no refunds will be granted.

Please contact us at 707-463-4427 for the Ukiah Animal Shelter and 707-961-2491 for the Fort Bragg Animal Shelter if you have any questions regarding the (3) year dog license and a staff member will assist you.

Abandonment = Criminal Charges

There have been a number of recent incidents at the Animal Shelter lately in which people are leaving animals at the front door over night.  We want to remind the community that not only is this unsafe for the animals, it is considered abandonment of an animal and can be punishable under the law.

Please remember that when you take on the responsibility of an animal, even a stray, you need to have a plan in place.  The shelter is not open 24/7 to take in animals and leaving them tied up or in crates at the front doors for hours is NOT a viable option.

Our hours of operation open to the public are Tuesday - Saturday from 10:00 - 4:30 and we're closed for lunch from 1:00 - 1:30 each day.

It is a misdemeanor and/or felony if you think you want to abandon an animal(s) at the Animal Shelter.

Penal Code 597 is defined as:

(a) Anyone who intentionally maims, tortures, wounds, or kills an animal is guilty of a crime punishable by imprisonment in a California state prison, a fine $20,000, or both, or up to one year in a county jail.

(b) Anyone who has custody of an animal overworks, tortures, deprives of necessary sustenance, drink, or shelter, cruelly beats kills, or subjects an animal to needless suffering, cruelty, abuses, or fails to provide the animal with proper food, drink, or shelter or protection from the weather, is guilty of either a misdemeanor or felony offense.

Citizens are recorded on video surveillance cameras at the Animal Shelter.  The surveillance video will be used to pursue criminal charges.

FYI - California's Reopening

California's Reopening, as of Tuesday, June 15th, will not have an immediate impact on the County's current operations and status of limited public access.  County facilities will remain closed or limited access/by appointment only until after County Leadership determines the timing and next steps for reopening of the County.

The State's reopening does not cause any immediate changes to the masking requirements and social distancing requirements for employees in the County facilities. All employees must continue to follow current County masking and distancing requirements.

Cal OSHA regulates the safety requirements for the workplace and have not lifted the current requirements for masking and social distancing regardless of an employee's vaccination status or the Reopening.  Further guidance by Cal OSHA is anticipated after the June 17, 2021, meeting to address recommended changes due to the Reopening.

Appointments Required to View Adoptable Animals

Unfortunately due to Covid 19, animal adoption practices at Animal Shelters throughout the country were altered.

Since March 2020, the Ukiah & Fort Bragg Animal Shelters have restricted visitors in our adoptable kennel areas due to Covid 19.  The restrictions don't permit walk in customers to look at adoptable animals in the kennels, required potential adopters to prefill out an online adoption applications and schedule appointments with our adoption staff to meet adoptable animals.

On Tuesday - June 15, 2021, when the State of California is scheduled to lift Covid 19 restrictions, the Ukiah & Fort Bragg Animal Shelters will still require potential adopters to prefill out an online adoption application and schedule an appointment to see our adoptable animals.  Appointments will be scheduled for up to 60 minute time period.

We discovered that by reducing the visitors in the kennel areas it significantly reduced the stimulation of the animals, the animals were not stressed out, behaved better in the kennels, reduced sicknesses occurred, less medical treatments were rendered and the animals were able to get the much needed 12 to 16 hours of sleep they require.

Please go online atAdoptable Animals and view our adoptable animals and make sure to prefill out the adoption application atAdoption Application and call 467-6453 for the Ukiah Animal Shelter or 391-6017 for the Fort Bragg Shelter to schedule an appointment to see our adoptable animals.

Recent Impounded Animals

Over the last month Animal Care Services has impounded numerous animals that were severely injured at the time of impound.  None of the injured animals had any type of identification such as a microchip, dog license or name tag on them.  Animal Care Services routinely impounds deceased animals from Animal Control, the public and Public Work Departments that also have no identification such as a microchip, dog license or name tag on them.

Chapter 10.12 of the Mendocino County Ordinances requires all dog owners to purchase a "dog license" for any dog over (4) months of age on a yearly basis and affix the license to a collar on the dog for identification purposes.

Dog licenses & microchips assist in the identification of injured, sick or deceased animals that come into the Animal Shelter.

Licensed or micro-chipped impounded animals that come into the Animal Shelter will permit Animal Care Services to spend additional funds in medically treating the injured or sick animal during an emergency situation.

Unfortunately only a small percentage of the Animal Care Services yearly budget is allocated for situations involving injured or sick animals.

Animal Care Services assist approximately (100) injured or sick animals each year.  Some of these injured or sick animals come into the Animal Shelter with dog licenses and/or microchips and some don't.

If your pet animal is licensed or micro-chipped and impounded at the Animal Shelter, Animal Care Services will research the dog license or microchip information in our dog license software & national microchip data bases and if located we will attempt to contact you as soon as possible to make you aware the situation as well as request that you immediately make arrangements with your pets Veterinarian to arrange for medical treatment.

Animal Care Services is only able to provide simple medical treatment such as pain medication and fluids for known injured or sick owned animals.  It is the responsibility of the owner to make arrangements for medical treatment of their injured/sick pet animal.

Please take the time to license & microchip your pet animals.

Thank you.

Animal Care Services Clinic

Due to numerous variables the Animal Care Services Clinic at this time is not in a position to accept any more spay & neuter applications nor set any future surgery appointments for animal owners needing a spay or neuter surgery for their pet animals.

The Clinic has been inundated with many requests from animal owners for spay & neuter surgeries and due to the numerous variables the Clinic can only provide limited spay & neuter services at this time.

Animal Care Services is requesting that citizens please check our Animal Care Services & Facebook websites for updates.  Animal Care Services is hoping that this will be a short term situation and should be resolved soon.

We appreciate your understanding.
